GRE format to change from August - GRE ئىمتىھانىنىڭ شەكلى ئاۋغۇستتىن باشلاپ ئۆزگىرەيدۇ.

Graduate Record Examination (GRE) that is conducted by the Educational Testing Services (ETS) for admission into MS programmes primarily in the United States and in other English-speaking countries will undergo a major change from August 1. Earlier GRE score was important for getting admission into MS programmes but from August the score will also be considered for admission into MBA programmes by some universities such as Yale, Wharton, Stanford and MIT.
"This shows that GRE is coming close to examination formats such as CAT and GMAT. The format is being suitably altered to suit the admission process for both MS programmes and B-schools," says the Director of TIME (Vizag) J.V. Murthy.
Annually over 6.75 lakh students from about 230 countries write GRE for admission into various universities in the US and in other English peaking countries. The major change will be in the verbal ability section. Unlike in the earlier pattern, there is going to be less emphasis on non-contextual vocabulary.
The antonym and analogies section will be removed and the focus will shift towards reading and cognitive skills, with more focus on questions and reading comprehensions. In the new format the verbal part is being divided into two sections. The old format had only one section. Both sections in the new format will have 20 questions each.
"Most importantly the students can now move within a section. They can scroll up and down, edit, skip and correct. Students can even highlight a sentence in a passage to answer a question. It will be more user-friendly with lot of flexibility," says Mr. Murthy.
The quantitative aptitude section is again divided into two sections with 20 questions each and the same flexibility is given. Apart from multiple choice questions, there will be numeric entry type questions in the new format. And for the first time ETS will be providing an on-screen calculator.

Islamic finance could aid development
Interestingly, although it has received much less attention, Islamic financial institutions (IFIs) and development practitioners are also beginning to explore the role that Islamic finance can play in supporting development. IFIs are in fact encouraged to allocate a proportion of their profits to support charitable projects by the Islamic scholars who sit on their advisory boards. Potentially, this represents a huge (and largely untapped) source of funding for a huge range of development activities, from providing clean water in rural communities to promoting the welfare of orphans.
Specific attention has focused on promoting sharia-compliant microfinance for low-income populations. This is partly because of Islamic teachings that encourage economic self-sufficiency among the poor, particularly through microfinance, but also, no doubt, because of the desire of the IFIs to develop future customers.
It is interesting to note that while the provision of interest-based microfinance has proliferated in recent years, relatively few microfinance initiatives adhere to Islamic financing principles even when implemented in largely Muslim countries. Despite the fact that almost half of microfinance clients worldwide reside in Muslim countries, Islamic microfinance accounts for less than 1% of total global microfinance outreach. While many Muslim countries have vibrant microfinance sectors, Islamic microfinance only has a limited outreach. It accounts, for example, for just 3% of the total number of microfinance loans in Syria and only 2% in Indonesia. Islamic microfinance institutions remain relatively small, with an average client base of just 2,400.
This is surprising, as the spectacular growth of Islamic finance has shown there is a demand among Muslims for financial services that are compatible with their religious beliefs. While many Muslims will prefer to continue using interest-based services, others are likely to prefer Islamic alternatives and access these once they become available. In fact, many non-Muslims may also be attracted by the "more equitable" nature of Islamic finance. I remember clearly from my time working in the Balkans the number of Serb micro-entrepreneurs who were attracted to loans that shared business risk between the lender and borrower.
Successful Islamic microfinance programmes can offer several advantages. They may engender higher rates of economic growth as evidence suggests that micro entrepreneurs are willing to undertake more profitable ventures if risk is shared. They can build greater levels of trust and understanding between lender and borrower because of the deeper relationships built through partnership rather than a service provider-client relationship. Because only investment in socially beneficial activities is permitted, they may promote ethical investment and business practices among micro entrepreneurs. Indeed, Islamic finance shares many of the features of socially responsible finance.
However, there are a number of challenges to overcome before Islamic microfinance can flourish. Firstly, Islamic financing – which includes profit and loss sharing techniques and the purchase and delivery of items to micro-entrepreneurs – is typically more time consuming, costly and complicated to manage than interest-based microfinance. Increasing operational efficiency and developing sustainable operating models that increase scale and outreach are therefore crucial. While increasing interest from IFIs may alleviate the traditional constraint of lack of investment for existing and fledgling Islamic microfinance institutions, this must be accompanied by a concerted effort to increase technical expertise and training opportunities as Islamic microfinance generally requires a greater level of staff involvement and understanding of micro-entrepreneurial activities.
Islamic microfinance providers also require a better legal and regulatory framework, not only to monitor their activities but to encourage them to experiment, innovate and develop. With a few notable exceptions, governments have generally failed to provide appropriate regulation and supervision for the expansion of sharia-compliant microfinance or developed comprehensive guidelines on microfinance accounting principles, pricing methodologies and sharia audits. Apart from ensuring that products and processes remain authentically Islamic, there needs to be greater clarity and understanding on what qualifies a service as sharia-compliant by seeking the necessary support from qualified Islamic scholars.
It will be interesting to see whether IFIs, development practitioners and governments can come together over the next few years to overcome these challenges and ensure that Islamic microfinance becomes more widespread.
Bank Asya: Global crisis contributed to participation banks’ prestige

| Speaking at a Cihan TV Network program broadcast on Thursday morning, the bank’s general manager, Abdullah Çelik, noted that this increasing prestige has also translated into growing public interest in participation banks. “For all loans we extend to people, there is a real sale and purchase. If we are financing the purchase of a house, then a house is being sold and bought. No derivatives, no exotic products. We don’t have the kind of products that caused the crisis in the West,” he said, drawing attention to what for most observers was the real reason behind the credit crunch in the US three years ago. “We have real transactions. We have observed that in the West people traded with artificial capital worth 30 times more than what they really possessed through derivative products and other financial instruments. This is not real. But when you examine participation banks, there is an extra prudence there. We never say to people that they can just use the money we give them wherever they wish. We do not have such a thing in our system. There is always a real purchase. This prevents bubbles from emerging in economies,” Çelik explained. The participation banks, like all other banks in Turkey, operate under the Turkish Banking Law, regulated and supervised by the Banking Regulation and Supervision Agency (BDDK). Furthermore, they hold a full foreign exchange license and are part of the payments system in the country. These Islamic finance institutions have grown considerably over the years as they meet Muslims’ preferences of not paying or being paid interest on loans and of not becoming involved in any kind of investment in companies that sell goods or services considered haram (forbidden) in Islamic teachings. Turkish participation banks, for example, have grown 10 times on average in the last eight years as their assets have risen from TL 3.9 billion to TL 43.3 billion according to a report that appeared at Turkey’s best-selling newsweekly Aksiyon in its first issue in May. Çelik’s Bank Asya is now leading the participation bank league in Turkey and has managed to place itself in the top 10 list of all banks in the country. In addition to its domestic success, the bank has also found itself recognized on the global stage, ranking number 404 in the BrandFinance Banking-500 index in 2011. |

Fresh debate over sharia law in Australia
The federation has asked for the change in a submission to the Federal Parliament's Committee on Multicultural Affairs. It argues that all Australians would benefit if Islamic laws in matters ranging from finance to halal meat were adopted as mainstream legislation.
That's not a view shared by many of the other contributors to the usually low profile committee. It's received an astounding number of submissions on the topic, an indication that sharia ignites passionate feelings.
Jacquelyn Hole has this report.
JACQUELYN HOLE: Ikebal Patel, the president of the Australian Federation of Islamic Councils, agrees the very word sharia could invoke unholy notions of a fierce, unjust, male dominated legal code.
IKEBAL PATEL: Short of trying to redefine or use another word, really I would like to suggest that what the Muslim community at least in Australia has to do is to try and explain that you know there's no aspect of sharia that is out there that is being tried to be you know to be introduced here.
JACQUELYN HOLE: However Mr Patel believes everyone would benefit if sharia law were utilised in a pluralistic society such as Australia.
IKEBAL PATEL: Under the global financial crisis that we had the established you know market, the sharemarket sector, the products that are there suffered very badly. Whereas the sharia compliant investment funds did tremendously well and that's been identified you know by the financial community around the world.
JACQUELYN HOLE: Even popular beliefs that sharia marriage laws are oppressive towards women are wrong, Mr Patel asserts. Rather, sharia guarantees women's rights that are not recognised in mainstream Australian courts.
That's not the view of author Ida Lichter, who has written on the lives of Muslim women in both the West and predominantly Islamic countries.
IDA LICHTER: The members of the Iranian and Kurdish Women's Rights Organisation in Britain have drawn attention to these oppressive laws that they escaped by migrating to the West and they've said that women are much better under legislation based on universal human rights.
JACQUELYN HOLE: Law lecturer Ghena Krayem, who has researched the issue of legal pluralism, says the Islamic community does not want a parallel legal system set up.
GHENA KRAYEM: Found that there's no evidence from any community leaders of any desire to set up a parallel legal system and I think to pose the question in that way presupposes this assumption that the Muslim community wants an alternative or parallel legal system.
JACQUELYN HOLE: Rather, Ms Krayem says some of the processes around legal matters such as divorce and inheritance could take on board Muslim notions of dialogue and alternative dispute resolution but the law should service all community members alike.
A discussion is as far as it will go, according to the Federal Attorney-General Robert McClelland. In a statement released to the ABC Mr McClelland stated.

Australia's brand of multiculturalism promotes integration. If there is any inconsistency between cultural values and the rules of law then Australian law wins out.
